मानदंड (x): ग्रेट हिमालयन नैशनल पार्क संरक्षण क्षेत्र, विश्व स्तर पर महत्वपूर्ण "पश्चिमी हिमालयी समशीतोष्ण वन" पारिस्थितिकीय क्षेत्र में स्थित है। यह परिसंपत्ति, ‘कंज़र्वेशन इंटरनेशनल’ के “हिमालय जैव विविधता तप्त स्थल" के हिस्से को भी सुरक्षा प्रदान करती है और यह ‘बर्डलाइफ़ इंटरनेशनल’ के पश्चिमी हिमालयी स्थानिक पक्षी क्षेत्र का हिस्सा है। ग्रेट हिमालयन नैशनल पार्क संरक्षण क्षेत्र में, 805 संवहनी पौधों की प्रजातियाँ, 192 लाइकेन की प्रजातियाँ, लीवरवर्ट की 12 प्रजातियाँ और शैवालों की 25 प्रजातियाँ पाई जाती हैं। यहाँ पाए जाने वाले लगभग 58% आवृतबीजी पौधे, पश्चिमी हिमालय के लिए स्थानिक हैं। इस परिसंपत्ति में स्तनधारियों की 31 प्रजातियाँ, 209 पक्षी प्रजातियाँ, 9 उभयचर, 12 सरीसृप और 125 कीट प्रजातियाँ संरक्षित हैं। ग्रेट हिमालयन नैशनल पार्क संरक्षण क्षेत्र, विश्व स्तर पर लुप्तप्राय 4 स्तनधारियों, विश्व स्तर पर लुप्तप्राय 3 पक्षियों के साथ ही, बड़ी संख्या में औषधीय पौधों को संरक्षित करता है। कम ऊँचाई वाली घाटियों की सुरक्षा से, महत्वपूर्ण प्राकृतिक निवास स्थानों और जेवर पक्षी (पश्चिमी ट्रागोपैन) तथा कस्तूरी मृग जैसी लुप्तप्राय प्रजातियों का पूर्ण संरक्षण और प्रबंधन संभव हुआ है।

समग्रता

पारिस्थितिक प्रक्रियाओं के प्राकृतिक संचालन को सुनिश्चित करने के लिए, इस परिसंपत्ति का आकार पर्याप्त है। इसकी ऊबड़ - खाबड़ स्थलाकृति और दुर्गमता, संरक्षित क्षेत्रों के बहुत बड़े पारिस्थितिक परिसर के भीतर इसके स्थान के साथ मिलकर, इसकी समग्रता को सुनिश्चित करती है। इसके विविधतापूर्ण प्राकृतिक आवास प्रकारों के साथ इस क्षेत्र के भीतर स्थित उच्च शृंखलाएँ, जलवायु परिवर्तन प्रभावों तथा ऊँचाई वाले संवेदी पौधों और जानवरों को जलवायु परिवर्तनशीलता से बचने के लिए, शरण पाने की जरूरतों के विरुद्ध प्रतिरोध प्रदान करती हैं।

पारिस्थितिकी क्षेत्र के रूप में जाने जाने वाले, 26,560 हेक्टेयर में फैले बफ़र ज़ोन को, इस क्षेत्र के दक्षिण-पश्चिमी हिस्से के साथ निर्धारित किया गया है। यह बफ़र ज़ोन सबसे बड़े मानव दबाव वाले क्षेत्रों से मेल खाता है तथा ग्रेट हिमालयन नैशनल पार्क संरक्षण क्षेत्र के मौलिक मूल्यों के साथ, सहानुभूतिपूर्ण प्रबंधित किया जाता है। आगे इस क्षेत्र को उत्तर-पश्चिम में उच्च पर्वत श्रेणियों, जिनमें कई राष्ट्रीय उद्यान और वन्यजीव अभ्यारण्य शामिल हैं, द्वारा और अधिक प्रतिरोधी बनाया गया है। ये क्षेत्र, विश्व धरोहर संपत्ति के आकार को उत्तरोत्तर बढ़ाने की गुंजाइश भी प्रदान करते हैं।

मानव बस्ती संबंधी खतरे, सबसे बड़ी चिंता के विषय हैं, जिनमें कृषि, स्थानीय रूप से अवैध शिकार करना, पारंपरिक चराई, मानव-वन्यजीव संघर्ष और जलविद्युत विकास शामिल हैं। पर्यटन प्रभाव न्यूनतम है और ट्रेकिंग मार्गों को सावधानी से विनियमित किया जाता है।

सुरक्षा तथा प्रबंधन संबंधी आवश्यकताएँ

यह परिसंपत्ति ठोस कानूनी सुरक्षा के अधीन है, हालाँकि, सभी क्षेत्रों में लगातार उच्च स्तर की सुरक्षा सुनिश्चित करने के लिए, इसे और मज़बूत बनाने की आवश्यकता है। इसका संबंध कुछ क्षेत्रों के वन्यजीव अभ्यारण्य से राष्ट्रीय उद्यान के दर्जे में परिवर्तित होने से संबंधित है। तीर्थन तथा सैंज वन्यजीव अभ्यारण्यों को उनके पारिस्थितिक और प्राणिविज्ञान महत्व को ध्यान में रखकर नामित किया गया है, जो वन्यजीव प्रबंधन उद्देश्यों के अधीन हैं। ग्रेट हिमालयन नैशनल पार्क, जो कि एक राष्ट्रीय उद्यान है, को उच्च स्तर की सख्त सुरक्षा प्रदान की गई है। वन्यजीव संरक्षण अधिनियम, 1972, के तहत, राष्ट्रीय उद्यानों को, मानव हस्तक्षेप रहित, सख्त सुरक्षा प्रदान की गई है।

समुदायों द्वारा अभिगम तथा उपयोग के अधिकारों का संवेदनशील समाधान सुरक्षा को मज़बूत बनाने के लिए आवश्यक है और उसी तरह वैकल्पिक आजीविका को बढ़ावा देना भी आवश्यक है, जो उस क्षेत्र के संरक्षण के लिए सहानुभूतिपूर्ण है। स्थानीय समुदाय, प्रबंधन के निर्णयों में शामिल हैं; हालाँकि, समुदायों को पूरी तरह से सशक्त बनाने के लिए तथा ग्रेट हिमालयन नैशनल पार्क संरक्षण क्षेत्र के लिए, समर्थन और नेतृत्व की एक मज़बूत भावना के निर्माण का जारी रहना भी आवश्यक है और उसके लिए अधिक काम करने की आवश्यकता है।

इस परिसंपत्ति में, 120 निवासियों वाले सैंज वन्यजीव अभ्यारण्य के साथ तीर्थन वन्यजीव अभ्यारण्य शामिल है, जिसमें तीर्थन वन्यजीव अभ्यारण्य निर्जन है, लेकिन वर्तमान में यह पारंपरिक चराई के अधीन है। इन दो वन्यजीव अभ्यारण्यों के समावेशन से, नामांकन की समग्रता को सहयोग मिला है; हालाँकि, इससे चराई और मानव बस्तियों के प्रभावों को लेकर चिंता बढ़ी है। इन दोनों पहलुओं को सक्रिय रूप से प्रबंधित किया जा रहा है। यह एक ऐसी प्रक्रिया है, जिसे बनाए रखने की आवश्यकता होगी। परिसंपत्ति के तीर्थन क्षेत्र में, उच्च घास के मैदानों में चराई के प्रसार और प्रभावों का आकलन करने और चराई को यथाशीघ्र समाप्त किए जाने की आवश्यकता है। परिसंपत्ति के सैंज क्षेत्र के भीतर, छोटी-छोटी मानव बस्तियों से उत्पन्न होने वाले अन्य प्रभावों को भी जितनी जल्दी हो सके संबोधित करने की आवश्यकता है।

ग्रेट हिमालयन नैशनल पार्क संरक्षण क्षेत्र, हिमाचल प्रदेश के कुल्लू के बंजार उप-खंड में स्थित है। इसे 1984 में स्थापित किया गया था तथा 1999 में इसे राष्ट्रीय उद्यान का दर्जा दिया गया था। इसमें लगभग 1,171 वर्ग किमी का क्षेत्र शामिल है। जीएनएचपी का आधे से अधिक भाग 4,000 मीटर की ऊँचाई पर स्थित है। यह विविध प्रकार की वनस्पति और प्राणियों का आवास स्थल है। 23 जून, 2014, को यूनेस्को द्वारा इसे विश्व धरोहर स्थल घोषित किया गया था।

जीएनएचपी विश्व के दो महत्वपूर्ण जीव क्षेत्रों, दक्षिण में ओरिएंटल और उत्तर में पैलिआर्कटिक क्षेत्र के संगम पर स्थित है। यहाँ का तापमान जनवरी में -10º सेल्सियस से लेकर जून में 40º सेल्सियस के बीच रहता है। उद्यान में साल भर हल्की वर्षा होती रहती है, जबकि मानसून के दौरान यहाँ भारी वर्षा होती है। हाल के वर्षों में अधिकतम वार्षिक वर्षा 1298 मिमी दर्ज की गई है। सर्दियों में, कम ऊँचाई वाले स्थानों पर हल्की बर्फ़बारी होती है, जबकि उच्च क्षेत्रों में दो मीटर से अधिक की बर्फ़बारी होती है।

जीएनएचपी, वनस्पति के एक विशाल समुदाय के लिए एक प्राकृतिक आवास है, जिसमें पौधों की 832 प्रजातियाँ शामिल हैं, जो हिमाचल प्रदेश की कुल वनस्पति का 26% है। इनमें 794 आवृतबीजी प्रजातियाँ, 11 अनावृतबीजी प्रजातियाँ (चीड़, कोनिफ़र और साइप्रस) और 27 फ़र्न की प्रजातियाँ शामिल हैं। जहाँ तक इसके प्राणियों का सवाल है, जीएनएचपी, 31 स्तनपायी प्रजातियों, 12 सरीसृप प्रजातियों, नौ उभयचर प्रजातियों, 209 पक्षी प्रजातियों और 125 कीट प्रजातियों का आवास है।

यह विश्व स्तर पर लुप्तप्राय चार स्तनधारियों (सीरो, हिमालयी तहर, कस्तूरी मृग, हिम तेंदुआ), तीन लुप्तप्राय पक्षी प्रजातियों (पश्चिमी ट्रेगोपैन, कोकलास, चियर फ़ीज़ॅंट) और कई औषधीय पौधों के लिए एक अभ्यारण्य भी है। जीएनएचपी में, हिमाचल प्रदेश के लुप्तप्राय औषधीय पौधों की 47 प्रजातियों में से 34 प्रजातियाँ भी शामिल हैं। इन सभी प्रजातियों का वन्यजीव संरक्षण अधिनियम, 1972, के तहत संरक्षण किया जाता है।

जीएनएचपी, ‘हिमालय तप्त स्थल’ के एक भाग का निर्माण करता है, जो 34 जैव विविधता वाले क्षेत्रों में से एक है, जिन्हें ‘कंज़र्वेशन इंटरनेशनल’ द्वारा निर्दिष्ट किया गया है।
